District communities are vertical and dense. A condo building on Capitol Hill, a co-op in Foggy Bottom, and a mixed-use community in NoMa or Navy Yard share the same constraint: there is very little ground, and every square foot of it is shared. The dog relief area beside the building entrance is not an amenity, it is infrastructure and when its station is empty, there is no lawn to absorb the difference.
Station service in the District is also a logistics problem. Limited street parking, loading-dock windows, garage clearances, and buildings where the relief area is on a podium deck rather than at grade. Those are routing details, and they are ours to solve, not yours.
Beyond the stations, common area cleaning covers the ground residents actually walk: courtyard lawns, dog runs, tree boxes, podium decks, and the strips between the building line and the sidewalk. In the District those areas are small, highly visible, and pass hundreds of residents a day.
